Why is the river rising?

Usually because of rain upstream, not overhead. A river drains its whole watershed, so water that fell hours or days ago somewhere else is arriving now. Snowmelt and dam releases do the same thing.

Rain you never saw

This is the single most common reason people are surprised by a rising river. A gauge measures everything draining from the land upstream of it — potentially thousands of square miles. Clear sky where you are standing says nothing about what fell in the headwaters. On large rivers the water arriving today may have fallen two or three days ago and a hundred miles away.

Runoff lag: why rivers keep rising after the rain stops

Water takes time to reach the channel and then time to travel downstream. Small creeks respond fast — they can peak within an hour of an intense downpour and fall almost as quickly. Large rivers respond slowly, sometimes cresting days later and staying high for a week. That is why a forecast crest can be well in the future on a river that is already high.

Ground conditions change the response. Saturated or frozen ground sheds almost everything that falls on it, so the same rainfall produces a much bigger rise than it would after a dry spell.

Dam releases

Rivers below reservoirs can rise sharply with no rain anywhere. Operators — the US Army Corps of Engineers, the Bureau of Reclamation, or a local river authority — release water to manage storage, generate power, or make room ahead of a forecast storm. These releases are usually announced by the operating agency, and they are a normal part of how a regulated river behaves.

Snowmelt and ice

In snow country the spring rise can last for weeks as accumulated snowpack drains. A sudden warm spell, especially with rain falling on snow, compresses that into a much sharper rise. Ice jams are a distinct hazard: ice blocks the channel, water backs up behind it, and the level can drop or spike abruptly when the jam breaks.

Tides and backwater

Near the coast, gauges can rise and fall twice a day with the tide regardless of rainfall. Further inland, a swollen river can back water up into its tributaries, so a small creek rises because the river it joins is high — not because of anything happening in the creek’s own watershed.

Rising is not the same as flooding

A rising level is not automatically a problem. Flooding starts only when the reading passes the National Weather Service flood stage for that specific gauge — see what does flood stage mean. A river can gain several feet and still sit comfortably below flood stage. To see whether the current level is unusual for the season rather than simply rising, check the streamflow conditions map.
